Professional ResponsibilityThe Consulting Engineer is given responsibility for for studying, conceiving, designing, overseeing construction and providing start-up and operating and maintenance assistance along with a host of other services on all types of engineering works. The health, safety, financial cost, and comfort of the public in using a facility all depend to a considerable extent on how well the Consulting Engineer fulfills his obligations. The Consulting Engineer, therefore, has obligations as a trustee to the public interest as well as to the private interests of Clients. Successfully fulfilling these responsibilities requires candor, mutual trust and effective communication and understanding between the Consulting Engineer and the Client. Serving the Client's NeedsMany engineering works are conceived, designed, and constructed through the efforts of engineers employed in governmental agencies or industry. Other engineering works come to fruition through the efforts of independent Consulting Engineers engaged for a specific project or program by public agencies or private Clients. Many municipalities and industries, by necessity, or because of policy decisions rely on independent Consulting Engineers to accomplish projects which require special expertise and/or are to large and complicated for in-house execution. Each Client's project requirements and objectives are different; no one approach can meet every Client's needs.
